Dear Bill,
It was great meeting with you and your team in Stevens Point this past Tuesday. I always appreciate the opportunity to discuss real issues with the folks who are “down in the trenches”.
There are 8 issues on the table. Let’s address them one at a time:
1. HFS 175.13 Safety and Supervision. Your request is to allow 1 supervisor per 24 campers during non-instructional periods, because the campers are housed in a dormitory.
As you are aware, the code requires 1 supervisor for every 10 campers. As expressed at your meeting, the variance you are requesting is a minimum number, and staffing would normally be at a higher level.
I would be willing to allow this variance between the hours of 11PM and 6AM. At all other times, you will be required to maintain a 1 to 10 staffing level.
2. HFS 175.14(2) Health History. Your request is that University and contracted staff be exempt from producing a health history.
Since your contracted staff are the custodial and food service workers employed during the school year, this variance is granted.
3. HFS 175.14(5)(c) Health Care Staff coverage. Your request is that your health services staff be accessible rather than on site during non-activity hours.
Because of the unique layout of the Stevens Point facility, both the EMT and Hospital are almost instantly accessible. Variance is granted for on-site overnights. Overnight stays away from your primary location will continue to require Health Services staff.
4. HFS 175.14(5)(c)(2) Health Care Staff. You formerly had a variance allowing staff certified by the NATA to qualify as Health Services Staff. The new code now recognizes this certification, so no variance is required.
5. HFS 175.14(6)(b) Medications. You have requested exemption from the requirement that a Health Services person administer all medications. Instead, you would like campers age 14 and up to administer them to themselves.
I am willing to grant this variance, provided that any controlled substances are always excluded. Any reports of drug trading or selling, or any drug-related illness, such as an accidental overdose or reaction from a child taking a prescription medication meant for someone else, will immediately cause this variance to be null and void.
6. HFS 175.14(7) Health Records. Your request is that health records be maintained with the campus, rather than with the Health Supervisor. Variance is granted.
7. HFS 175.14(2) Health History. The code says that campers health history forms are to be submitted upon arrival. Your request is to be allowed to collect them in advance, so that more time for review and preparation is allowed. This variance is approved, as long as no more than 60 days elapse between the date of the receipt of the history and the arrival of the camper. If more time has elapsed, you shall conduct a review session with the camper to be sure nothing has changed.
8. HFS 175.14(5)(b)(3)(c)(2) Health Care certification. Your request is to allow a substitute Red Cross and CPR certification for overnight Health Services staff. Since the course designated in the code is currently not being taught, this variance is granted.
9. HFS 175.16(3) Horizontal space between sleeping quarters. Your request is to use the wall-mounted facilities in your dorm rooms, which do not meet this requirement. That variance is granted, as long as compliance with HFS 175.16(2), relating to cubic air space, is maintained.
