RE:          Summer Camps and HFS 175.14

 

                The University of Wisconsin at Stevens Point hosts a variety of summer activities that collectively fall under the concept of summer camps.  In order for the University to be licensed by the State of Wisconsin, we must demonstrate that the University is in compliance with HFS #175.14.  Effective this date, the responsibility for compliance with HFS #175.14 medical requirements will be assigned to the staff in the University Health Service.

                This responsibility includes the following:

 

  1. Compliance with health aspects of HFS #175.14 regulations: establishment of clinical protocols and standing orders, review of health history forms, developing individualized care plans, collecting and dispensing medications, and M.D. supervision of all health related policies and activities.
  2. Special services requested by individual camp directors, i.e. a student first aid responder at the sports camps.
  3. Medical services for campers with medical problems that occur during regular clinic hours of 7:45 am – 4:30 pm, Monday through Friday.  Staff limitations may necessitate referrals to other local health care resources.

 

This duty assignment will be considered as part of the normal assignment for all members of the Health Service staff.  As such, they will be covered under the normal liability coverage afforded them as state employees.  It is expected that covered staff will exercise their professional judgment in determining the need for outside consultation and referral to emergency and/or hospital services.  UWSP medical personnel are not responsible for non-compliant camp situations not under their control, including problems due to insufficient staffing.

                The funding of these services will be from user fees charged to the UWSP camp participants.  It is not the intention of UWSP to subsidize the costs of providing compliance with HFS 175.14 or special medical services for summer camps through the use of UWSP segregated fees.

                The attached medical protocols will govern and limit our camp health responsibility, while maintaining compliance with HFS #175.14.
