NOTE: Th= is plan is expected to be under continuous revision during the summer of 2009. Changes will be made based on interpretations of HFS 175, consultation with summer camp health staff, consultation with the Environmental Sanitation Section Chief , Greg Pallask= e, UW-System Legal and Risk Management staff, UWSP campus health and safety st= aff and the local Health Department.
UWSP Camps
Health Care Staff
The UWSP Camp Health Superv= isor shall have overall responsibility for all areas of camper health. Responsibilities will include staff orientation, supervision, and organization of the UWSP camp health services= and covering time off and sick days as able to for the camp health staff on duty for the camp session.
The Camp Health Supervisor = should reside somewhere near the campus and he/she or designee shall be available = by beeper or phone as needed by the staff on duty. He/she or designee should be able = to be reached at any time by calling the numbers posted in the Health Service or = UWSP Protective Services office. Key camp health staff will be assigned cell phones. Those on duty or call= will have their cell phone charged and on their person.
She or he also has the responsibility of making sure there is one full time camp health staff memb= er present during normal office hours for the summer. The camp health staff members are required to be at camp for the entire time that the camp is in session. This is a 24/7 requirement if ther= e are “prn” medications prescribed for camper in attendance. For times that the Health Service is not open, a prearranged referral system has been created for the immediate health care of campers/staff in need.
For any medical needs that cannot be met by the camp h= ealth staff, attention from the following is to be sought:
While no agreement for services is required from the c= linic, hospital, or fire station, prior confirmation of service availability has b= een obtained.
Infirmary
There are two rooms that are located just upstairs fro= m the camp office in Knutsen Hall. = (206 and 208). These rooms will be= used if we need to house or isolate a student temporarily until their parents can pick them up.
If there is need to isolate a camper, the on-call staf= f will notify the parents for early pickup. The staff will arrange for instant communication between the camper and the staff member(s) as long as the cam= per needs to be in the health office area. The physician on call will determine= the frequency of vital signs and any other needed care.
Health History: A health history is required for each = camper and recommended for each staff member.&nbs= p; The history must be less than twelve months old; therefore meaning a= new health history is required each year. Staff records are retained for five years and campers’ records= are retained forever.
Health Examination: A health examination or physical is recommended for each camper and staff member. The physical should have been comp= leted within a twelve-month period of attending camp; therefore meaning a new physical is recommended each year for campers and every two years for staff.
Parent or guardian permission (if the camper/counselor= is a minor) is required for all persons in camp yearly.
Camper medical forms will be kept in a permanent file.=
A health logbook is to be kept by the camp health staf= f to record distribution of all medications and administration of medical care t= he campers and staff members. Th= e log is kept in a single, bound, numbered notebook that is located in the camp health service office. The ca= mp health staff members are responsible for keeping the log current and must s= ign off on all care given that is beyond the normal care of the camper or staff member.
It is recommended that background checks be done on all staff.
Health screening for campers will occur during registration. The health scre= ening will be continuous during the camp session for maintenance of optimal health for the camper. The nursing s= taff should do the health screening during check-in, specifically checking for a= ny communicable illness, open sores, rashes, or any other condition that may affect the campers participation in scheduled events. Any illness, sore, or condition th= at may affect the campers participation at camp should be reported to the counselo= r, camp health staff member, and/or camp physician.
First Aid
First aid is to be administered only by individuals th= at are trained to deal with emergency situations.= Individuals who are trained in first aid and CPR should talk to the = UWSP physician during camp orientation to confirm training and understanding of emergency situations.
There are first aid kits located in all camp buildings= and vehicles. In addition, an appropriate inventory of supplies will be kept in the camp health station.<= /p>
ALL accidents and injuries, no matter how small, need = to be reported to the camp health staff. The camp health staff has the discretion for treatment or referral to the university health service. Camp health staff are required to record what happened and any treatment rendered. In addition, an acc= ident form must be completed by witnesses/victims for any accidents or injuries incurred by campers or staff.
ALL staff members will need to attend an orientation presentation by the UWSP physician to discuss the basic health care princip= les and needs of the campers.
Emergency medical care will be administered by the appropriate certified individual based on the situation as it occurs. Refer to the physical standing ord= ers for questions.
Emergency transportation and care is readily available= . For true emergencies, with risk to life or limb, call 911. Other phone numbers are available = in any campus directory or by calling Protective Services at 346-3456. Staff members should notify the ca= mp health staff or UWSP physician of any medical emergencies.
Staff should be aware of emergency procedures both on = and off of campus. If needed a van driver may be used to transport a camper in a camp approved vehicle. It is the duty of the camp health = staff to remain at the camp and care for the remaining campers and staff members. Typically the camp d= irector or program director will accompany a camper or staff member to the hospital.
The following documents should be taken with the campe= r to the hospital: the medical form, the camper application, medication sheet, a= nd insurance information if applicable.
The St. Michael’s urgent care staff or the St. Michael’s ER staff. should contact a parent or guardian as soon as possible after the incident or illness.&nb= sp; This call needs to be documented.&n= bsp;
It is the responsibility of the camp health staff to r= ecord all pertinent information in the camp health log. It is also the camp director or he= r/his staff’s responsibility to record information and events on the accide= nt report form. It is best if available witnesses assist with this duty.
Any necessary daily medical care of campers should be discussed with the parent or guardian, counselor, and camp health staff dur= ing the check-in time. All questi= ons should be discussed during this time to offer the best care possible to the camper. Any concerns or quest= ions should be directed toward the camp health staff.
Daily medical care for staff members is the responsibi= lity of the staff member unless they become too ill to care for themselves. If a staff member does not feel we= ll enough to work, he/she must see his or her own physician for treatment. Depending on the extent of the ill= ness or injury, the staff member may be excused temporarily from her/his duties. If a minor, the staff member’s parent or legal guardian may be notified at the discretion of the camp staff and the UWSP physician.
Staff members will also be expected to attend a presen= tation on maintaining their own personal health.&= nbsp; This discussion should include information on camp policies for ligh= ts out and quiet hours as well as information of general wellness and stress management.
While it is up to each individual staff member to moni= tor his/her own health and seek assistance when needed, it may be necessary for appropriate supervisory staff to monitor staff health needs and quiet times.
Camp health staff may have a better feel for the gener= al health of the camp population and because of this they will have direct inp= ut to the camp supervisor for possible changes in routine.
Please keep in mind the high degree of activity that t= he campers and staff members are experiencing and consider the weather, climat= e, and temperature. You may need= to modify the length of rest time on very warm days, increase fluid intake, and keep activities in the shade. You will also need to be aware of the changing weather conditions in the winter= time and make sure that everyone has their skin covered from the cold and monitor for frostbite.
The camp health staff should periodically walk through= the camp to notice if staff and campers are following proper health practices, including camp sanitation practices.
The camp health staff will have the authority, under t= he guidance of the UWSP physician and coordinator, to take appropriate action should there be a health concern that could affect the other individuals at= the camp.

The camp health staff shall insure that food services = meet HFS 175 requirements. All food provided to campers must be prepared licensed/inspected providers. Food prepared by the parent of a camper (such as commuters) must be stored in su= ch a way to prevent food borne illnesses.
The following procedures should be followed for any ou= t of camp trips, including camp outs, walks off campus, trips to an off-campus p= ool, and boat/canoe trips:
The primary goal of orientation is to familiarize you = with the camp health staff stations and organize them to the most effective and efficient working space for the camp sessions.
A presentation by the camp health staff is provided du= ring each camp orientation to make staff aware of many health concerns and conditions related to camp. T= he presentation should include: procedures to facilitate emergency and routine care for campers, personal care, seizure prevention and precautions. The lecture should also include discussion on wheel chair safety, universal precautions, treatment of seizures after they have occurred, basic first aid and CPR, and appropriate responses to medical concerns or emergencies.
Also be sure to touch on the importance of allergy awa= reness regarding latex and bug bites especially.&= nbsp; This is simply a guideline of what to touch on and may be added to at any time. You will want to di= rectly address the issues of eating, drinking, and bowel habits. It is important to keep track of i= ntake and output, especially in the summer time when campers are at greater risk = for heat exhaustion and heat stroke. Emphasize the need to closely monitor urinary output and bowel movem= ent to prevent infection and illness during the camp session. Reinforce to the important role th= at the counselor takes in observing for anything out of the ordinary, whether that= is a change in emotion, detection of an open sore or injury, or detection of an illness.
Counselors spend the most time with the camper and are= an excellent source of information on the camper. Camp health staff will inform the camp staff the various methods of contacting key health staff. Emphasize the importance of emerge= ncy procedures for at any hour of the day or night.
Medication administration
Medications are distributed at meal times and before
bedtime, or as needed by individual campers. If the camper fails to repo=
rt
for their medication within one hour of the scheduled time, notify MD as to

talk with the parent or guardian during check-in to determine the best means
for a camper to take their medications.&nb=
sp;
It is the responsibility of the counselor to bring his/her camper to=
the
camp staff medication station for bedtime medication by
This is a very busy and stressful time, but also the m= ost important information gathering time of the week. You should obtain the campers reco= rds from the camp director and alphabetize them in the file case. Try to fill out the camper check-i= n form as much as possible before meeting the campers and parents. Be prepared with specific questions regarding camper care, medical conditions, allergies, seizure history, frequency, treatments, bowel habits, eating habits, the best way to adminis= ter medications, and any skin condition or injury that the camper has at check-= in time.
This is probably the only time the camp health staff w= ill be able to ask parents questions, so take your time and get a complete medical picture of the camper.
The camp health staff members collect the medications = for 3 groups of campers:
&nbs= p; Those who are under the age of 14 on check-in day.
&nbs= p; Those whose parents have requested that the camp dispense the medications.
&nbs= p; Those who have a prescription for a controlled substance.
Make sure that the caregiver has sent enough medicatio= ns to last for the entire camp session. The medications should be placed into bags labeled with the camper’s name as to not mix up any medications. Be prepared, there will be many medications. HFS 175 requires detailed labeling for medications. Preprinted forms will be available for common medications. Detailed forms can be creat= ed for the unusual medications by using on-line resources or a commercial comp= uter database.
When dispensing medications, be aware of who is near y= ou to avoid accidental ingestion of medications.= Be extra careful to insure that the medications needed for the check= -in day and evening are dispensed.
Make sure that you have all of the needed supplies bef= ore check-in, such as a large supply of bags, pens, paper, and the files of all= the campers. Also, make sure that= you have an adequate supply of camper health forms for parents who have forgott= en theirs. Remember to be calm a= nd patient. Wear your nametag an= d a smile… J
Registration times are set in advance. Parents should = be notified by the camp director about the need to have the camper check in wi= th the camp health staff first, before settling in their residence halls.
The process is typically quite long, but remember to be complete in your questioning and assessment. As you interview the parent/guardi= an, remember to double-check the medication sheet from the parent with the bott= le of medication. Do one medicat= ion bottle at a time. Be sure to look in each bottle. If there is more than one medicati= on in a bottle, try to get the family to identify each different medication. These medications must be separate= d and placed in plastic bags labeled as to the camp, the camper, the name of the medication, and other requirements as listed in HFS 175.
Review both the dosage and times that the medication is given since this information may have changed since the bottle was original= ly filled at the pharmacy. For controlled medications, make a count on arri= val and at check out. Record the counts in the logbook. Make sure that the medication administration is up to the current time of check-in so that no medications have been missed for the day.&= nbsp; Double check that all medications, creams, or liquids are present, s= o as to avoid calling the family later. Check for the need for refrigeration and= /or a sharps container. Also, make sure that the camper has a current health history on file.
Follow the standard procedure to organize the medicati=
ons for
the mealtime and bedtime medication passes. The time between registration and =
supper
is usually very limited so diligent organization will help you to prepare f=
or
the medication pass. In the p=
ast it
has worked best to write out the name of the camper who has a supper or bed=
time
medication and focus on preparation of that medication for distribution.
Medication organization and administration is typicall=
y a
very difficult task. As the c=
amp
health staff member, it is your responsibility to organize the medications =
to
the best of your ability to make administration easy, time efficient, and
organized. In the past, after=
the
medications have been collected and labeled by camper name they may be
organized for distribution. W=
hen
preparing medications for distribution, remember to keep them safe so that =
they
do not get spilled or mixed together.
Each camper is assigned a plastic bag in which we will store his or =
her
medications. The bags are each
labeled with the camper’s name.
The evening meal and HS medications are administered at the camp hea=
lth
office. A counselor should
accompany the camper for the after-hours times. Make sure to double and tri=
ple
check that each camper is getting the right medication at the right time.
Make sure to also check if there are special instructi= ons for giving a medication, such as crushing the medication or placing it in a specific food or drink for distribution.&n= bsp; Having these tasks organized ahead of time will save you the time and hassle when campers are present.
Remember to pre-package all medications and any other = needed supplies when a camper is leaving camp to go to alternative locations. It is the responsibility of the camp director to have staff with the proper certifications escort campers on overnight and off campus trips.
When preparing for the bedtime medication pass, it is important to remember that campers will need a supply of water in glasses f= or medication distribution. Have things ready by the time campers come to get their medications so that you = do not have too many people in your area at one time. Remember to stay organized. Make sure that each camper has rec= eived all of his or her daily medications.
If a camper does not report for their required medicat= ion, notify the camp director. It = will be the responsibility of the camp director to have a counselor bring the ca= mper to the health service for the missed dose. If the camper fails to report= for their medication within one hour of the scheduled time, notify MD as to cou= rse of action.
Make sure that during check-in you get all pertinent information regarding any specialized medical care and make sure that you h= ave plenty of supplies to complete these tasks. If you have any doubt or questions= be sure to ask the parent/guardian for a demonstration or detailed explanation= of the task. Many of the counsel= ors are eager to learn and help complete some of these tasks. Utilize their assistance at your o= wn discretion, and remember what can and cannot be done by non-licensed worker= s.
During the camp session staff members or campers may b= ecome ill and need to rest. It is t= he responsibility of the camp health staff to treat the person to the best of = his or her ability. If an illness= or injury prevent a camper from being able to participate in the camp activiti= es, the camp director must have sufficient staff to be able to have a counselor stay with the ill or injured camper until their parent can arrive.
Document, document, and document.
If you have any doubts about the illness, injury or situations contact the UWSP physician for additional advice. Make sure to keep the UWSP physici= an well informed of all situations and/or illnesses.

“Occupational exposure” can be interpreted= quite broadly, but for our purposes it is acceptable to apply the term to camp he= alth staff and other staff members who are expected to routinely provide first aid. All staff members need training to participate in the Health Care Plan. Information should include the transmission of blood borne pathogens and training in the use of universal precautions as appropriate for camp staff.= All staff members should receive specific instructions on the use of gloves, along with an understanding of why precautions are important and wh= en they should be used.
Practices to reduce the risk of transmission and sprea= d of infectious diseases should be used by all camp staff. Because the risk is minimal with t= he camp population the only mandatory precaution in washing exposed skin is wi= th soap and water. Cuts, open so= res, and bleeding wounds should be managed in a manner as to minimize direct con= tact with blood or body fluids. Ho= wever, under no circumstances should the urgent care of a bleeding camper be delay= ed because gloves are not readily available.&= nbsp; It should be emphasized that gloves are not to be used during routine bathing of campers unless there is direct contact with body fluids.
Hand washing is necessary after any contact with blood= or body fluids, and after removing gloves.&nb= sp; Disposable gloves are in all of the first aid kits. Any questions about the use of glo= ves or first aid should be directed to the camp health staff. Antiseptic hand cleanser is also available in the first aid kits. It should be reinforced that hand cleansing is the first line of defense again= st infection.
In the event of a camper/camper or camper/counselor bi= te or scratch, the injury should be reported to the camp health staff and the area cleaned with soap and water, peroxide, and antibacterial ointment applied.<= span style=3D'mso-spacerun:yes'> The area should be covered with a bandage and monitored for any signs of infection. An accident/incident report will n= eed to be completed by those who witnessed the event.
In the event of blood or bodily fluids being found on =

floor or other area it is important to clean the area completely with a mix=
ture
of bleach and water in a
A standard sharps container will be provided for dispo= sal of all sharp objects and syringes. At the beginning of the summer camp session the container can be picked up at = the health service. At the end of= the each camp session, the closed sharps container must be returned to the heal= th service for disposal.
When in doubt, ask for help.
Always check for pre-existing allergies.
Do not use aspirin or aspirin products for anyone unde= r 16 years old.
